-Atlas TC221 Tire Changer + WB11 Wheel Balancer Economy Combo Package
The useful thing about this pairing is that the two machines share one ceiling. The TC221 changer and the WB11 balancer are both rated to a 39" maximum tire diameter, so nothing you can mount on the changer arrives at the balancer too big to spin. Combinations assembled from whatever was on the shelf routinely mismatch there, and it only shows up on the day a customer brings in the one wheel that defeats half your bay.
This is the entry pairing in the Atlas range: the TC221 rim-clamp swing-arm changer and the WB11 computer-controlled spin balancer, both running from a standard 110volt outlet, both CE approved, both covered for 1 year, parts only. It is aimed squarely at the shop or the home workshop that is buying its first proper tire machines rather than replacing worn ones.
Will It Fit? Start With the Air, Not the Floor
Neither machine needs bolting down and neither needs anything unusual electrically, so siting them is easy. The thing that catches buyers out is compressed air.
- The TC221 requires an external air supply, and it is not included. The clamping jaws and the bead breaker are both air-operated. Without a compressor the changer will not clamp a wheel, let alone break a bead — the electric turntable is only half the machine.
- Air requirement is 90 to 110 PSI, and must not exceed 140 PSI. A small hobby compressor can reach that but often cannot sustain it through repeated cycles. If you are buying air at the same time, size it for continuous duty rather than peak pressure.
- Power: 110volt for both machines. Ordinary single-phase outlets. No electrician, no three-phase, no dedicated supply.
- The WB11 needs no anchor-down installation. It is not bolted to the slab, so it can be positioned now and repositioned later.
- Floor space and access are the customer's responsibility. Measure the doorway and the route in, and leave working room on the swing-arm side of the changer.
The Matched Envelope, in Plain Numbers
Both machines stop at the same 39" tire diameter. Around that shared limit:
The changer takes a wheel up to 13" wide at the bead breaker, with adjustable jaws that relocate to three mounting positions along the turntable slide. Set them for the wheels you actually run: a rim clamped in the middle of a jaw's travel is held far more securely than one clamped at the very end of its range.
The balancer takes rims from 10" to 32" in diameter and 1 1/2" to 20" wide, on a 40mm shaft, up to a maximum wheel weight of 150 lbs. That range is wider than the changer's, so the balancer is not the limiting half — useful if you later add a larger changer alongside it.
Where the Word "Economy" Actually Shows
Worth knowing before you order. On the WB11, all dimensions are entered manually. You measure the rim's offset, diameter and width and key the three figures into the machine yourself; there is no automatic data-entry gauge that reads them off the wheel for you, as there is on the automatic balancers further up the range.
That costs time and consistency, not accuracy. The machine still measures to 1 gram, resolves weight position to 1.4 degrees and spins at 150 RPM. But the calculation is only as good as the three numbers you typed in, so a mis-measured offset produces a confidently wrong answer, and on a busy day the measuring adds up. For a handful of wheels a day it is a non-issue; for a dedicated tire bay it is the one reason to look at an automatic-entry machine instead, and we will point you at one.
Nothing else is stripped out: the WB11 is self-diagnosing and self-calibrating, starts and stops as the hood is lowered and raised, has automatic and pedal-operated brakes, offers static and dynamic modes plus rapid optimization (OPT), and displays in grams or ounces and millimetres or inches.
The Changer's Force Figures, and What They Mean
Two numbers do the real work. The bead breaker develops 5,500 LB of force and the turntable produces 885 ft/lbs of rotating torque from a 1 HP motor. Bead breaking is a shear job — parting a bead pressed against the rim flange for years — and turntable torque is what carries a stiff sidewall around the mount/demount head without stalling.
Rim protection is a metal mount/demount head taking either a metal roller or replaceable plastic inserts, large plastic jaw covers, and a plastic cover for the bead breaker shovel. The plastic is meant to be sacrificed instead of the customer's alloy, and spare inserts are included so you are not waiting on an order the first time one wears through.

Certification, Stated Plainly
Both machines are CE approved. It is worth being precise about what that is and is not, because the wording gets used loosely in this trade.
A European conformity marking is the manufacturer's own declaration that a product meets the relevant European directives. It is a real statement and it is not the same document as a North American third-party safety listing, where an independent laboratory tests the design against a published standard and audits the plant building it. Atlas publishes no such listing for these two machines and we will not imply otherwise.
For most tire-equipment buyers this never comes up. It can with an insurer, a landlord, or a fleet contract specifying listed shop equipment across the board. If you have that requirement, check it before you order and ask us — we will send whatever the manufacturer publishes.
Shipping and Delivery
This package ships by freight carrier within the lower 48 as two separate machines, weighing 500 lbs and 355 lbs. Freight is quoted live at checkout for your actual address rather than as a flat national figure.
Delivery is curbside and getting the machines off the truck is the buyer's responsibility. Neither is a two-person lift. Arrange a forklift, a dock, or a pallet jack and a ramp before delivery day, or choose terminal pickup. A home address rather than a commercial one carries a residential fee.
Look the pallets over before you sign. Photograph any damage, write it onto the bill of lading while the driver is present, and keep your copy. A signature with no note on it is very hard to argue with afterwards.
Warranty
Both carry 1 year parts-only coverage: parts supplied, labour yours.
Before concluding anything is faulty on the balancer, run its self-diagnosis and self-calibration routines — a machine that has been moved, knocked or set on an uneven floor will often just need recalibrating. On the changer, check your air pressure and the filter/regulator/lubricator first: weak or wet air behaves exactly like a failing cylinder.
If it is a genuine fault, leave the machine assembled. Photograph it, note what you were doing when it happened, and call before anything is stripped down. A part that arrives already dismantled has lost the evidence the claim rests on.
