Every balancing job ends the same way. The machine calls for a correction, the technician fits it, the wheel spins again, and the readout comes back with a small residual figure. At that point there are two choices: accept it, or correct it with a weight small enough that it does not overshoot in the other direction. If the smallest weight on the shelf is an ounce, the second option does not exist, so the residual is accepted by default and the customer drives away with a wheel that is close rather than right.
Stocking the quarter-ounce is what makes that second spin worth doing. It is a cheap box that changes the standard of work in the bay, which is a better argument for it than anything about the weight itself.
Where a quarter of an ounce actually changes the outcome
Small residuals are not evenly annoying. Their effect grows with rotational speed, so an imbalance that is invisible around town is exactly the one a customer notices at highway speed, felt through the wheel as a fine, high-frequency buzz rather than the low wobble of a badly out-of-balance wheel. That fine buzz is the classic comeback complaint, and it is frequently the residual nobody bothered to trim.
Light alloy wheels make this worse rather than better. There is less rotating mass for a given imbalance to work against, and modern wheel and tire assemblies are stiff enough to transmit what they feel straight into the cabin instead of absorbing it. Fine correction is not a luxury on that kind of assembly.
Coated steel, and what the coating is actually for

The visible job is protecting the wheel: a coated face bearing against a painted or machined rim flange is a gentler contact than bare steel, so the weight is less likely to leave a witness mark where it sits. The invisible job is protecting the weight. Bare steel clamped to a wheel lives in the worst environment on a vehicle, taking road spray, brake dust, de-icing salt and wash chemicals continuously. Rust there is not just untidy — corrosion products swell, the clip loses tension against the flange, and a weight that has lost tension is a weight that will eventually leave. The coating is what delays that whole sequence.
