-TOPDON Phoenix Plus: dealer-level access, with one caveat worth reading first
The Phoenix Plus is the mid-weight tablet in the Phoenix range: full-system access, bi-directional control, twenty-eight service resets and a topology view that lays the vehicle's control modules out as a diagram rather than a list. It is aimed at the shop that wants the customer to get a dealer-quality experience without the shop buying a dealer-quality tool for every make on the lot.
Before any of that, though, there is one line in this product's own feature list that deserves to be at the top of the page rather than buried in it, because it decides whether this tool suits a large part of the American car parc.
Secure Gateway access is listed as pending. Read this before you order
TOPDON's feature list for the Phoenix Plus marks its FCA Secure Gateway access as pending. We are not going to quietly reprint that in small type. The secure gateway is the authentication layer that sits between a scan tool and the vehicle bus on later Chrysler, Dodge, Jeep, Ram and Fiat models. Without gateway access a tool can typically still read information, but the bi-directional commands, the resets and the write operations that make a scan tool worth owning are blocked on those vehicles.
So the question to answer before you buy is a simple one: how much of your work is late-model Chrysler group? If the answer is very little, this is a non-issue and you should judge the tool on everything below. If those vehicles are a meaningful part of your week, ask us for the current gateway status in writing before you order rather than assuming that pending has since become available. We will get that answer from TOPDON. We would rather lose the sale than sell you a tool that stops at the gateway on a car you see every Tuesday.
The topology view: the vehicle as a diagram
Where the Plus earns its place is the topology display. Instead of a flat list of systems, it shows the control units as a branching tree with the relationships between them drawn in. The value is in pattern recognition. A fault that has taken out communication with one module produces a distinctive shape on that diagram, and once you have seen it a few times you stop reading codes one by one and start reading the picture. It converts an experienced technician's mental model of the car into something on a screen, which is also what makes it a good teaching tool for a junior.
Bi-directional control and twenty-eight service resets
Bi-directional control is the difference between observing a component and interrogating it. Commanding a cooling fan, a fuel injector or a window motor directly tells you whether the part responds, which separates a failed component from a component that is never being asked to act. That one distinction accounts for a great many misdiagnoses, and for a great many unnecessary parts sales.
On top of that sit twenty-eight service resets covering the routine work a shop bills every day, and advanced resets for the jobs that come up less often. These are the operations that turn a mechanical repair into a completed repair, since a modern vehicle frequently needs to be told that the work was done before it will behave as though it was.
Health reports, before and after
The Plus produces diagnostic health reports both pre-repair and post-repair. Used consistently, these do two jobs at once. They authorize work, because a customer looking at a report agrees to a repair more readily than a customer listening to a description of one, and they close work, because a clean post-repair report is evidence that what you were paid for is what you delivered. Shops that adopt this habit generally report fewer disputes rather than more, which is not what most people expect.
Wireless interface and expansion modules
Vehicle communication runs through a wireless Bluetooth interface, so the tablet is not physically tied to the diagnostic socket while you work. The Plus also supports optional expansion modules, which is worth weighing at purchase time. A tool that can take an add-on later is a tool with a longer useful life, and the alternative is discovering in two years that the capability you now need requires replacing the whole tablet.
Perfect For
- Independent shops working mainly on Asian and European makes, where the gateway caveat above has little bearing.
- Shops that want the topology view without buying the top tablet in the range.
- Training and mentoring situations, since the module diagram makes the vehicle's architecture visible to somebody learning it.
- Growing workshops that want an expandable platform rather than a tool at its ceiling on day one.
What's in the Box
What the manufacturer's feature list confirms is the tablet and its wireless Bluetooth vehicle communication interface. Expansion modules are described as optional, which means they are not part of this purchase unless a listing says so explicitly. No cable or adapter inventory is published for this product and we are not going to guess at one, so if a particular connector matters to you, ask us to confirm the packing list before the order goes out.

Certification, without a badge we cannot stand behind
No third-party conformity or safety listing is claimed in the data supplied with this scanner, so none is printed here. That is a deliberate omission rather than an oversight. Electronics of this kind normally hold electrical-safety and radio-emissions approvals, and those are a different thing from an approval named in a fleet contract or a manufacturer repair program. If somebody is going to audit the tools your shop uses, get the requirement in writing and send it to us before you buy so we can ask the manufacturer directly for the relevant documentation.
Shipping and delivery
Delivery is to the lower 48 states and the shipping cost is worked out live at checkout. Look the carton over before the driver leaves. Damage that is written on the delivery paperwork at the point of handover is a claim, and damage discovered after a clean signature is an argument, so take the thirty seconds. Photograph anything that looks wrong, and keep the packaging until the tool has been switched on and updated successfully.
Warranty
Our warranty process is set out in full on the warranty claims page. The one thing to avoid is opening the tool. A tablet that has been dismantled, or handed to a third party to look inside, will normally fall outside its coverage no matter what the original fault was, so file the claim first and let the process determine who opens it. Write down the serial number when the unit arrives and start any claim with us rather than elsewhere.
